can't be done by the AS framework?

Do you want to use a configuration for one application or do you need to share 
it across several applications?If its for just one you can bundle it inside the 
application similar to how you do it in tomcat. But if you want to share it or 
its need to be read from some jar file you put in to repository/components/lib 
or dropins then you can refer to [1]
