org.wso2.carbon.stratos.common.listeners.TenantMgtListener is for tenant creation/activation/deactivation events.
org.wso2.carbon.utils.AbstractAxis2ConfigurationContextObserver is for tenant loading/unloading events. I think you are looking for this.
