Don't we already have a property for this in UserStoreManager? "CaseInsensitiveUsername"
If the underlying user store works in case insensitive manner they we can't do anything with this config. If the underlying user store work in case sensitive manner then with this config we can control the case sensitive behavior of usernames according to our needs. For roles we won't support case sensitivity was the decision.
