Yes. I think it is critical to have a clean way to add permission to the
permission tree. Historically this is based on the underlying registry in
all the C4 products. However, I doubt whether something can be done to
eliminate the registry dependency as permission tree is something used
across all the products. Technically it should be possible, but changing
the way it has been working for years in C4 is questionable IMO. In C5
based Identify Server, this has to be done in the proper way.
