In latest WSO2 SP RC1 pack, I ran the above scenario, the hour data aggregates on calendar hour end time. Please note that is in GMT time zone, ie. September 11, 2018 7:00:00 AM(Aggregation start time is 6AM in the record) and 12.30 pm IST.
