C++ Static Member Initialization

A C++ static member declared within a class can be initialized either inside or 
outside the class.

If initialized within a class, the static member should also be declared with 
const.  This also promotes thread safety.

A static member can only be initialized once.  Static member methods() can only 
access other static members.

A .cpp file is often used to initialize static members outside the class.

All static members are normally initialized before main() is started or 
immediately after a shared object or DLL is loaded.
