Note that this is only a suggestion for the board, which has to accept the change of chair (and usually does). The current chair needs to submit a resolution to the board, see for example http://www.apache.org/foundation/records/minutes/2012/board_minutes_2012_06_20.txt where the logging services chair was changed.
