Hi Steven,

I think Vera was just asking about whether they could translate the Xalan 
documentation to post on their own website. They should review and have a 
clear understanding of ASF licensing as you said, but they don't need to 
sign and submit a CLA since they're not donating this work to Apache (at 
least I don't think that's their intention).
