Is there a doc describing our release processes?

We've gotten a request to add missing license info to Xalan 2.7.3 (XALANJ-2731), and that reminded me that I really don't remember what the process is for publishing a new version to Apache... and I've never done a publish to the Maven repositories.

I'd greatly appreciate a pointer to appropriate instructions.

(We still need to either make the maven build include xalan-test into the distribution archives, or change the distro build instructions to tell the user to fetch it... Is there any chance at all I can talk someone else into dealing with that so the Maven migration is officially Done? I'm a bit burned out on build processes right now.) Caveat: Opinionated old geezer with overcompensated writer's block. May be redundant, verbose, prolix, sesquipedalian, didactic, officious, or redundant. Feel free to call him on it.
