Implementations of following xpath3.1 functions were committed today to xalan-j 
repos branch xalan-j_xslt3.0 : fn:resolve-QName, fn:QName, 
fn:prefix-from-QName, fn:local-name-from-QName, fn:namespace-uri-from-QName, 
fn:namespace-uri-for-prefix, fn:in-scope-prefixes.

I'm therefore specifying this jira issue as resolved.
