it's been over 8 months since I raised a PR to fix these javadoc problems. 
Please could someone feedback any issues that are preventing it from being 
merged so I can address them and rebase the branch or alternatively, click the 
squash & merge button in github.

I have the same situation with XALANJ-2784 and the related PR: 
https://github.com/apache/xalan-java/pull/188. The issue has been acknowledged 
and a fix has been provided, unless there's a problem with the PR why isn't it 
being merged? Does the ASF have a policy of only allowing members to contribute 
to projects? If this is the case, please put it in the README to avoid 
confusion.
