The XFireServletController throws a 
java.nio.charset.IllegalCharsetNameException when the content-type header has 
charset="UTF-8".  We've been able to test that the exact same message works 
when sent with charset=UTF-8.

Accept-Language: en-us
Content-Type: text/xml; charset="UTF-8"
