The destinction between the filters to be used by the office, is being done by the Typedetection (cp. http://api.openoffice.org/docs/DevelopersGuide/OfficeDev/OfficeDev.htm#1+1+5+Handling+Documents ).
You may write your own TypeDetection.
In case you want to use your own XSLT filter for XML files, you may add your own filters beyond TOOLS->'XML FILTER SETTINGS'.
