Ah, I see, you are talking about the manifest.
So your observation is that if you create a new document via API and
save it to disk, the manifest does not contain a Mimetype.

Can you show us some sample code? Did you create the document as a UNO
service and then called storeAsURL?! Or did you use loadComponentFromURL
with a "private:factory" URL followed by the same storeAsURL call?
