You need to pass the *.xsdconfig file to scomp, the same way you do with
the .xsd files.

$ scomp
Compiles a schema into XML Bean classes and metadata.
Usage: scomp [opts] [dirs]* [schema.xsd]* [service.wsdl]*
[config.xsdconfig]*
