[CANCEL] [VOTE] Release Apache XTable, Incubating, 0.3.0-incubating rc1

Hi everyone,

Cancelling the vote for rc1. There were few issues around LICENSE and
NOTICE file contents which have been sorted out, rc2 vote thread will be
sent out after merging those PR's.
