By the way, when I did some JIRA work in accordance with the release
management document, I noticed I couldn't create a new version.
(I accessed 
https://issues.apache.org/jira/plugins/servlet/project-config/YETUS/versions,
but encountered "You cannot edit the configuration of this project"
error)
It seemed that I also couldn't set a start date for a version.
Did I miss something, or do we need some INFRA work?
