Summary: Support set resource capacity for unmanaged queues based

When namespace to queue mapping enabled (using the tag placement rule).
Currently, the unmanaged queues are created without max capacity. This limits
the use case where user wants to leverage YK queue capacity.
We can provide an alternative approach for user to manage namespace resource
quota by using YK max capacity, instead of namespace resource quota. To do so,
we can simply let the user set some annotations in the namespace object. YK
will pick those values up and make sure the corresponding max capacity is set
for mapped queues.
