Summary: Synch application states from k8shim and core side

Right now the application states are not in synch between the core and shim
side. Also there are some states available in the shim what are not available
in the core side:

[https://github.com/apache/incubator-yunikorn-core/blob/master/pkg/cache/application_state.go#L70-L100]
This should be in synch. Let's try to centralise the states and keep them in
synch.
