Beside using a config map providing a REST API to update the config would give
us more stability and flexibility.
In YUNIKORN-273 we add retrieval of the config.
This should add updates and validations:
GET /ws/v1/config (retrieve, YUNIKORN-273)
PUT /ws/v1/config (update, new)
POST /ws/v1/config (validate, move from validate-conf)
