The k8shim currently depends on K8s 1.14, which is pretty old. Since now the
latest version is v1.18, it makes sense to upgrade K8s dependency to at least
1.16, because most of the vendors are moving to 1.16+.
Upgrading to 1.17+ version will be a bit more difficult, because the shim repo
depends on some scheduler package classes, and there are some notable changes
in v1.17:
https://v1-17.docs.kubernetes.io/docs/setup/release/notes/#scheduling-1. Some
of them is not compatible with YuniKorn.
