In the k8s-shim Dockerfile we download kubectl.
The kubectl is used to install and or remove the admin controller in the
scripts.
Support policy for kubectl states one minor version older or newer than the API
server. Which means that for 1.16 support we must move to at least 1.15 for
kubectl.
