The module
[{{github.com/golang/protobuf}}|https://pkg.go.dev/mod/github.com/golang/protobuf]
has been superseded by the
[{{google.golang.org/protobuf}}|https://pkg.go.dev/mod/google.golang.org/protobuf]
module.
We should move our build process and code over to the new module.
This does require us to move to a newer version of protoc (3.14) which we have
not updated in a long time and is still stuck at 3.5.1 from 21 Dec 2017.
