With YUNIKORN-484 committed we should now see auto created queue clean up
happen as applications move from the waiting state to a completed state after
30sec. When the app goes into a completed state the link with the queue is
removed and the partition manager should be able to clean up the dynamically
created queue.
Queue clean up is only unit tested in bits and pieces, we need a smoke test to
show this functionality works end to end.
