Summary: Handle the status change before the allocation release

In the scheduler_callback we should handle first the status update and only
after that the allocation releases.
We need this change to break the scheduling cycle when the application is
Failing, before we delete the placeholders. Otherwise, the real pods will be
scheduled until we handle the state change.
