Summary: Create a Failing app state in shim side

We need to create a Failing state for the application in the shim side as well,
to be in sync with the core.
Right now we will just check if the app state string is "Failing", but we need
to create a state for this one as well for the shim side and we also need to
revisit the actual state machine.
