When an app gets all its placeholders assigned there is a small delay before
the shim can communicate the first real ask to the core. In this delay there
could be an application that has no placeholders in the same queue slip in.
We should move the app that has all its placeholders allocated out of the state
it is in to show that it is progressing. This also means that in a StateAware
queue we block other apps from pushing in.
