Currently the list of enabled app management plugins is defined in an env var
called OPERATOR_PLUGINS in deployments/image/configmap/Dockerfile. The Helm
chart should be able to use it to enable the user to configure what plugins are
enabled at deploy time. The settings need to be exposed in values.yaml. The
