Document changes for the interface design. The scheduler core design document
has been partially superseded by the [scheduler cache removal
design|https://yunikorn.apache.org/docs/next/design/cache_removal]. The last
part of the document in the [core
design|https://yunikorn.apache.org/docs/next/design/scheduler_core_design/]
will now be superseded with a new interface design. The proposed changes as per
the doc in YUNIKORN-337 need to be added to the documentation on the website.
