Internal links in the release procedure document do not work after moving the
doc from the github repo to the website.
The internal links in the markdown document use mixed lower and upper case they
should all be lower case.
There is a difference between how the github rendering and the website
rendering works. The mixed case works in the github rendering not in the
website.
