After YUNIKORN-906 we seem to have left some empty updates in the cache.node
code in the shim that should be removed.
* handleNodeRecovery
* handleDrainNode
* handleRestoreNode
An empty AllocationRequest (just the RmID) is created and send via the
schedulerAPI as an UpdateAllocation to the core where it is ignored and thrown
away as there is nothing to do.
We can remove these calls without side effects.
