e2e tests currently download a web UI image from the apache docker hub as part
of the helm deployment of a full yuniKorn install.
The e2e tests should not rely on an image with a specific tag, _latest_ in this
case, to be available in a fixed repo. It should be self sufficient and
generate one that does the minimal task we need. e2e tests only require the
reverse proxy for the REST api port. It does not use the rest of the UI.
