GitHub actions used have moved major version (all from 2 -> 3)
Updating the version to keep up with the current releases.
For both setup-go and setup-node files are now supported for version
specification. There is no need to hardcode the versions in the workflow
anymore which makes upgrades and changes simpler as we can use the same files
in other scripts and in the Makefile if needed.
