Wilfred Spiegelenburg resolved YUNIKORN-648.

Resolution: Won't Fix
The design document shows what was the thought when the feature was designed.
We should not go back and update the design doc after the fact. We have added
and changed behaviour of gang scheduling via many jiras (size difference
handling, gang type etc). If needed we need to update the gang scheduling
documentation not the design doc.
