The constant move in YUNIKORN-1122 has broken the build. Changes have been
added to the generated constants.go file instead of to the definition file.
That means a make build run against the scheduler-interface removes the newly
added constants and future builds referencing the file do not work.
This breaks the official releases (run from source tar ball) if anyone runs a
make build on the scheduler-interface before building the rest of YuniKorn.
