Summary: expose pending resources for a queue in REST

The queue shows the amount of resources used but it does not show how much is
still pending. This makes it difficult to assess what is pending without going
through the whole list of applications and calculating it.
Add {{pendingResource}} to the {{PartitionQueueDAOInfo}} object.
