Summary: Expose queue running app details in REST

now that we track and enforce max running apps in the queues we need to expose
the details for the queues in the REST response:
* maxRunningApps
* runningApps
* allocatingAcceptedApps
The length of allocatingAcceptedApps should at least be exposed, the list of
all apps should be considered.
This must also include updating the REST docs on the website.
