Summary: Make app expiration & cleanup configurable

Applications currently expire and are periodically removed from the scheduler
according to the following intervals:

[Cleanup|https://github.com/apache/yunikorn-core/blob/339cc04bfe3dd9eedb386a6f040500d53bea8a46/pkg/scheduler/partition_manager.go#L32]
We would like to expose these via partition configuration to allow for
increased control over application retention and memory management.
