Summary: Investigate guaranteedResource validation logic between
parent and children

Queue creation with guaranteedResources specified performs certain validations
against the maxResources of that queue, maxResource of parent queue and
guaranteedResources of parent queue. Revisit and make sure the corner cases are
covered. Close if no fix is needed.
