The types {{UserTracker}} and {{GroupTracker}} have a lot in common. Bot have
{{queueTracker}}, methods like {{increaseTrackedResource()}} and
{{decreaseTrackedResource()}}. YUNIKORN-1566 will add code that is going to be
same again for both.
Add a common type {{BaseTracker}} to reduce duplication.
