In the shim code there is a [package
pki|https://github.com/apache/yunikorn-k8shim/tree/master/pkg/pki] that is only
relevant for the admission controller. We should move the code into the
[admission
controller|https://github.com/apache/yunikorn-k8shim/tree/master/pkg/admission]
base to keep things clean.
