Current limitation in UGM is, user has only one group. Based on the recent
changes in User Group handling, user belong to zero or multiple groups. Need to
adopt this new definition of user group mapping in UGM module.
As part of user limit config processing, need to use the first matching group
from the list of groups to which has been mapped to.
