Summary: Handle group resource usage properly during config changes

Config change may end up in adding or removing group and/or users.
Removal of group should be handled properly. user and group has been linked
through app id and stored in appGroupTrackers map in UserTracker object. When
new config doesn't have already used group, user and group linkage would be
removed by setting group tracker as nil against specific app id. But specific
group resource usage remains same.
Scope of this jira is to handle this group resource usage properly.
