The core module does many things as part of the build process that can be
optimized, such as using a standard "build" directory instead of "_output",
using proper dependencies for Makefile targets, and installing needed build
tools into local build directories instead of overwriting system files.
See YUNIKORN-1862 and YUNIKORN-1865 for examples of what was done in the shim.
