The yunikorn-web module should be updated to match the other builds:
- Allow go compiler to be overridden by GO variable
- Use "build" instead of "bin" for generated files
- Install build tools to "tools" dir
- Use proper dependency checking for Makefile targets
- Add distclean target to clean up tools installation
- Allow image name to be customized via WEB_IMAGE variable
