Not all resources allow over commit. The pod spec must contain a limit for
those resources and not just a request. This has been fixed and is unit tested
but we need e2e tests.
Since kind does not have GPU as a resource we need to use something else as a
no over commit resource to see if placeholders get scheduled and pass
validation.
