Summary: Fail logs are not reported correctly in some e2e test

The following e2e tests didn’t report detailed logs for the failed spec. This
makes it difficult to troubleshoot recent end-to-end test failures.
* user_group_limit
* preemption
* simple_preemptor
Log information should be recorded in AfterEach instead of AfterSuite.
(AfterSuite is not belong to any spec.)
