When fetching Partition queues using Queues API
(/ws/v1/partition/\{partitionName}/queues) in kinds, the response data does not
include the *currentPriority* field if there are currently pending applications
exist.
However, if there are no pending applications at the time, the
*currentPriority* field will be returned correctly.
