The ‘Rejected’ to ‘Expired’ state transition was introduced in YUNIKORN-1093
but the [design
document|https://yunikorn.apache.org/docs/next/design/scheduler_object_states/#application-state]
has not been updated.
The following updates are:

# Remove below statement for Reject/Failed state. (The application state could
move to Expired.)
