Wilfred Spiegelenburg resolved YUNIKORN-2108.

Fix Version/s: 1.4.0
Resolution: Fixed
The flag that is ued was the already existing flag for preemption which was
only marked as deprecated in YuniKorn 1.3.0. These changes reinstate the
partition setting for disabling preemption completely.
